What is a Rivers Conservation Plan?
A Rivers Conservation Plan (also called a
Watershed Conservation Plan, Restoration and Protection Plan or Management Plan)
is a comprehensive document that outlines all of the resources of a watershed
and identifies challenges and problems in that watershed. The main role of
the plan is to present alternative solutions and strategies for preserving and
protecting the watershed resources. Plans are generally developed by
consultants with input and comments from all interested parties.

About Swatara Creek's RCP
The Swatara Creek Rivers Conservation plan was
developed according to the following schedule:

 | Mackin Engineering, Mechanicsburg PA, was chosen to work in
conjunction with the Swatara Creek Watershed Association to complete data
collection, analysis, and planning necessary to prepare a Rivers
Conservation Plan for the entire Swatara Creek Watershed (approximately 570
square miles). The entire process followed guidelines established by
the DCNR's Rivers Conservation Program. |
 | Based on Public Information Meetings hosted by SCWA, water
quality, land use, and recreational uses of the Swatara Creek are primary
issues of concern in the watershed. |
 | Mackin reviewed the library of information concerning
Swatara Creek watershed available from SCWA. The data collection step
utilized both a review of existing information and field investigation, both
on land and by canoe. Crucial pieces of information could only be
gathered through field investigation, like protection and enhancement of
riparian buffers. Ideas were incorporated from the Dauphin County
plan, thereby providing a comprehensive document and management plan for the
entire watershed. Watershed data used in the River Conservation Plan
is presented and stored in the GIS database for the watershed. |
 | Input from the Steering Advisory Committee, municipalities,
and public directed the management options recommended in the River
Conservation Plan. Management options developed for each of the
prioritized issues obtained during the public information meetings as well
as any other issues that are identified during the data collection and
analysis phase of this project. |

Watershed Conservation Plan. Most of the information contained in
the plan is available on-line. However, if you

$10 plus shipping and handling, a CD of the plan that includes Adobe Acrobat
to read the files can be mailed to you. Maps are not included.
The GIS mapping disc is an additional $10 plus shipping and handling.
You must have an ArcView program to operate this disc.

complete hardcopy of the plan with color pictures and charts and the two CDs
(which was provided at no charge to municipalities providing a letter of
support) costs $223.18 (without CDs subtract $20). Why does it cost so
